To our highest consideration:
We, citizens concerned about the welfare of cats and dogs in the territory of the Chinese nation, call on the Chinese government to act promptly to stop the alarming episodes of repeated abuse and killings of companion animals - cats and dogs -
In this regard and considering the lack of legal protection in which Companion Animals - Dogs and Cats - are at the time of writing this Call to Action,
Considering the various episodes of psycho-physical violence that Companion Animals face every day and at all hours,
Considering the extreme violence that citizens of various ages and social status exert on the lives of Companion Animals,
Considering that companion animals are victims of criminal and illegal activities such as live skinning for clothing, meat trade for human consumption, dog breeding as livestock 365 days a year for human consumption, extremely cruel killings for the so-called Annual Dog Meat Festival in the city of Yulin-Guangxi, various methods of online torture of baby and adult cats, filmed and uploaded to Chinese social networks such as Douyin, Wechat and Xiaohongshu, whose videos are exported daily from China to the world, offline murders in public places and academic institutions such as the recent crime of the kitten KongMei at the Beijing Institute of Technology and forced organ donation, as has happened at the Huazhong Agricultural University led by Professor Ding Yi,
Considering that the violence described towards Companion Animals presents an alarming escalation, a relentless rise both online and offline,
Considering that the Document issued on May 29, 2020, which specifically states that both dogs and cats will from that moment on be considered Companion Animals and must be treated as such, has been and is systematically ignored,
Considering that the Control Bodies would not be sufficient to support the directive of the Ministry of Agriculture and Rural Affairs and thus defend the Welfare of Companion Animals in the territory of the Chinese Nation from the criminal acts indicated above,
Considering that, in the face of the escalation of systematic violence against Companion Animals, the Document issued by the aforementioned Ministry lacks legal authority to detain and punish those responsible for attacking the Welfare of Companion Animals in the People's Republic of China, this Appeal calls on the Authorities of the Republic to act urgently to stop the violence described, for which we request
1) That the Document of May 29, 2020 issued by the Ministry of Agriculture and Rural Affairs of the People's Republic of China, where Cats and Dogs are reclassified from livestock to Companion Animals and that from such declaration they must be treated as such, becomes a NATIONAL LAW of the People's Republic of China.
2) Expand the classification of Companion Animals by extending it to "Companion Animals and SENTIENT BEINGS and SUBJECTS OF LAW."
3) Put an end to the Illegal Dog and Cat Meat Festival in Yulin City, Guangxi Province, which began in 2009 and is held annually in June, as this festival is an activity contrary to the spirit of the Declaration of the Ministry of Agriculture and Rural Affairs indicated in paragraph 1.
4) Put an end to the illegal economic activity of minority trade groups in Yulin City, who base their income on the slaughter of millions of cats and dogs, the supply of which comes from criminal activity, is crucial. According to reports from the Chinese company Suzhou Zhongyan Science and Technology Inc., which conducted a survey commissioned by Vshine, the Chinese group associated with Humane Society International, 70% of the population of Yulin City agrees with ending the Dog and Cat Meat Festival in Yulin-Guangxi.
5) Investigate and dismantle the China-based online cat torture network and arrest those responsible for these crimes against cats and dogs, declared companion animals as a matter of national policy.

6) Use the list compiled by Feline Guardians to formalize the National Register of Cats and Kittens Abusers in the People's Republic of China.
7) Public sector investment in the construction of protective shelters for stray cats is requested. This petition, supported by over 6,000 verified signatures (which can be accessed via the link below), is currently gathering signatures on the Change.org platform. The motivation behind this request is to dismantle the primary link in the criminal network> the kidnapping of cats and kittens on the streets, thereby preventing them from falling victim to unscrupulous meat traders, the Torture Network for the production, export and marketing of bloody videos, and other terrible violence described in the Petition ⬇️.
8) That once sanctioned, this Law be urgently enacted for the Protection of Cats and Dogs and that those who have attacked and continue to torture and murder Companion Animals, Sentient Beings and Subjects of Law be sentenced to effective prison terms.
